The decision was rendered on Dec. 16, 2002, in response to a complaint filed by Anvil International and Ward Manufacturing. In its preliminary report, the ITC found that the Chinese imports undersold domestic competitive products in all 60 instances of price comparison, with margins of underselling ranging from 34.2% to 53.4%.
