Reverse auctions got put down in the FY 2006 Department of Defense (DOD) Appropriations bill (HR 1815, Section 812) that passed the House in late May. It would direct federal procurement regulators to require federal agency heads to make maximum use of Internet purchasing activities, including reverse auctions, but not for construction and construction-related services. A broad coalition of construction industry groups are lobbying to gain even tougher sanctions against reverse auctions for federal construction projects for the Senate bill.
